Your vessel, whether commercial or recreational, must be registered in Maryland if it:
A vessel is considered used principally in Maryland if it is in Maryland the greatest percentage of time in a given calendar year. "In use" is considered to be whenever it is moving, anchored, tied up to any manner of dock, pier or buoy or is being held in readiness for use on a trailer or in any structure.
What is involved and where do I go to register?
Registering your vessel in Maryland involves applying for a Certificate of Title as well as a registration. A single application form is used for both and can be presented in person or mailed to one of the Maryland Department of Natural Resources (DNR) Service Centers. For details on how to register and to request a blank application contact your nearest DNR Service Center.
When must I apply?
Your application for title and registration must be submitted within 30 days of the date your vessel was purchased or was brought into Maryland. Note: If more than 30 days have gone by since you either purchased your vessel or brought it into Maryland, interest at 1.5% per month and a penalty of 10% of the excise tax due will be added to the total that must be paid.
What documents do I need?
Documents establishing proof of ownership and support for the price/value of your vessel. The specific documents you will need depend on whether your vessel is new or used, and, if used, whether it titled or is registered in a state that does not issue titles. Before starting the registration process, compare the Hull Identification Number (HIN) engraved or embossed on the hull of your vessel to the HIN recorded on your ownership documents. If they do not agree contact a DNR Service Center for instructions.
If you have purchased a vessel from a Maryland licensed dealer, the dealer will obtain the title and registration for you.

What fees will I have to pay?
Excise tax equal to 5% of the purchase price of the vessel, motor and accessories (excluding the trailer) or the current fair market value if the vessel was purchased more than three years ago. There is no deduction allowed for the value of a trade-in. If you have paid excise tax on the vessel in another state and have proof of that payment, you may be eligible for a credit for those taxes.
$2 title fee
$24 registration fee (vessels 16 feet in length or less, propelled by a motor of 7.5 horsepower or less, are exempt from the fee). The registration is valid for the calendar year in which it is issued plus the subsequent year.
$15 security interest filing fee (if a lien is to be recorded).
Checks or money orders are to be made payable to the "Department of Natural Resources" and must be for the exact amount due.
